This layer is created by intersecting the "COUNCIL_BNDRY_EXTENDED" boundary with the current city limits layer. This happens every time there is a new annexation, and is done automatically using a model. The extended boundary is updated only when there is a change between the city council district boundaries, which is done by the City Clerk's office.
When a new annexation occurs, a model is run which intersects the COUNCIL_BNDRY_EXTENDED with current city limits to create this boundary.
